Requirement Determination (RD) is a communication-intensive activity, at minimum involving analysts, developers, business stakeholders and end users. Effective communication typically demands skilled requirements analysts, effective practices for requirements definition and management and tools to assist with these critical activities. The many human interfaces involved with requirements can lead to a variety of communication problems, including miscommunication between users and analysts, misunderstandings between analysts and developers, all of which add time and cost to software projects. This paper describes some of the key requirements issues that affect nearly every software and systems development project.
