Off-shore oil and petrochemical industry as high-risk industries, chemical products involved in the production and storage, marine construction and services, production operations and other risks, all types of emergencies that may occur at any time, safety production supervision is very difficult, arduous task of accident prevention. From the perspective of information technology on CNOOC deal with the accident emergency response to the incident response measures studied, with CNOOC existing network resources and the actual work proposed functional requirements of the emergency command system and thought, the use of a unified information system platform for the organization and command to respond to emergencies and improve emergency response capability to ensure that the work of emergency command prompt, efficient and orderly manner.
